Well, I don't know about that. It might be illegal. I'm not sure. Consider this: change lego to water, or gasoline. Businesses can get in trouble when they start hoarding and price gouging in a time of need. Of course, a toy is a different story, in that you don't need a toy to surivive (it's debatable. I don't know what I'd do without my Superman toys... ).
At any rate, they aren't going to get into trouble for it. I normally avoid places like that if I know that's what they're doing. I know independent stores need to mark up figures more than your typical TRU or Walmart, and I generally support those places, but marking up is one thing, and price gouging is another.
In your situation, the way you described it, it seems like it's not paranoia (okay, it is), but your paranoia leads you to be right in this case.

That's a case of 60 though, so it works out to just over 2 dollars per mini figure. Theoretically, 1 case has almost 4 full sets

St. Vital Wal-Mart had a ton of these things when they first hit. I was lucky enough to pick up six even if one is a duplicate, can't find them at all anymore. Stupid scalpers. (Though the kids are really digging them too. The last in the case at Regent Wal-Mart were scooped up by a pair of guys, they were saying we've got this much we can get one more, one more until none were left save an already open bag.)
I REALLY want that Cheerleader Mini-Fig. *SIGH* (And I think I've said that way too many times of late.)
