Most of them usually put the last day of the month in the month it's supposed to be released and update once it's closer to the actual release date.
However, other TF related news sites have reported it would be released early April.

As far as I know, Canada doesn't have the same strict laws that the US does. We shouldn't need the plug. My MP05 came through years ago with no issues.
If they open it, perhaps there's an issue. The odds are pretty slim, however. You should be fine.

Thanks for the quick reply, screw it I will take my chances! Do any shipping methods have less risk? EMS versus SAL, versus DHL?

It depends on how you want to look at it.
EMS through AE, which I will pay ASAP tonight when they list it, should get the figure here by Monday or Tuesday. Why is this a good thing? Well, if the figure gets flagged it will happen once they notice it coming through. One thought might be that getting it in here before they scrutinize might be a good idea.
EMS is a problem, however, depending on where you bought from. AE always marks the value low and so customs has never once bothered to search my package as a result. If the value is marked high then customs might open it to slap a charge, see what it turns into, and then you might have a problem.
The risk with SAL is that you might wait up to or even more than a month to get it.
And who wants to wait?
And DHL just sucks.
