To me it's just like them saying purchaser pays for shipping.
As for gifting through paypal, that might be a recipe for disaster. As far as I know, there's no recourse against bad sellers if you gift them the money. It's a gift so the "seller" can just take it and run and say it was a gift. There was no transaction involved.

This. If you want your purchase to be backed by PayPal in case the transaction somehow goes sour, the item never arrived, is damaged, etc. then pay the toll.
Buying as a "gift" is at your own risk. We have boards for user feedback. We're all encouraged to research the seller before you buy. If you don't like the fees but you're buying from a reputable user anyway, then just pay as gift and carry on.
