To be fair, they probably put them out 8 at a time (one case).
TRU has rarely "refilled" shelves during a sale in my experience, and even more rarely with new stock.
I think once this two-week sale is over we'll see new stock flowing in a little more freely.

I gotta agree with Bruticus82. I'm guessing they are holding the 2 week sale to clear out shelf space.
The wall of Bees is slowly getting smaller at Kitchener Toys R Us.

It would make sense since they have to make room for stuff like GDO deluxes, FOC deluxes & voyagers, Cyberverse legions & commanders & playsets, MP Thundercracker, & MP Optimus Prime.
I doubt we will see anymore RID deluxes due to poor sales; hopefully, this does not apply to RID voyagers (I need a Dreadwing, dammit, lol).
