why the high shipping cost? simple:
- the seller then only need to pay a percentage of 98 cents for ebay fees (the value of the winning auction)
- if there is a dispute on paypal, he will only need to refund you 98 cents as shipping costs are generally not refundable
generally i would avoid sellers like these

this isn't necessarily true, but it's a scam either way.
Report auctions like this and move on.

eBay has a rule against that. It's fees evasion. If you report it to ebay, they will cancel the auction
