No, the pics are never releated as afar as specific characters and waves go. They only care that the class size corresponds with the sku shown since that's the only way they operate.

But technically, if the flyer IS showing Wave 2 figures, they should have them in stores to match the flyer.

Regardless of store/company, I'd be angry to see a flyer that shows a particular item only to get to a store and find out that they don't even have the very item that they are showing in pictures as representative of the sale.

It's called bait and switch, and not sure if illegal, but definitely dishonest.

Pretty much bait and switch, but really the only option to change that is complaining to head office. Yes you can get a raincheck, but other than that it doesn't seem that TRU cares much.

A bunch of complaints, especially mentioning the law in your link, will probably get their attention enough to change their practice.
