Well, I can help there, They were on other missions, and if the were like black op's or seals there were probably only a few squads. Also the Empire maybe did't want the exposure of visibaly hunting down well known citizens and sent bounty hunters to do it on the QT

Well seeing it was Luke the were bringing in they wouldn't use a cargo transport as it's not set up for personal. The Amored Transports were guarding the Landing platform. The AT-ACT were delivering supplies to the generator
Anyway regardless, It's about the money.
But with them rewriting the SWU that is a hard adjustment for me, I'm trying to stay open and less nit picky, I think that way I will enjoy the movie more.
I hope you can forgive Disney for type mentality and try to imagine that they did exist and maybe the were just out of the movie frame.

Too bad they couldn't do what Transformers did back in RiD2000. Repaints with slight re-molds.
-that beach scene in Rogue One with the pre-Ep 5 AT-ATs, could have been a "sandy" color with a new head, since it looks like the one on Rebels, repaint it again slightly and repackage it under the Rebels line
-the TIE transports and pre-Ep 6 AT-DP, do a little slight repaint and maybe a tiny remold somewhere, and repackage it to be in the Rebels toyline.
Why start designing new vehicles from scratch, where there's already so many designs to choose from? Especially when many never had toys to begin with.
We're already probably going to get 2-3 versions (outfits) per main character in the movie anyways.
