I agree, file the claim. Generally the onus is on the seller if said product wasn't delivered as promised. The process can take awhile though. Firstly ebay/paypal will ask you to try and resolve it with the seller, so you should stick to your guns because an escalated claim affects the sellers rating (not feedback)

Yeah that sounds like some weird BS on the sellers side. Maybe he didn't get the price he wanted on the cards and wants to make up the difference with a high shipping cost.

Now, I want to give this person the benefit of the doubt, but the way he worded things is giving me pause. He's claiming that to ship two small packs of cards, it would cost more than shipping one, even though they would both would easily fit into the one mailer he sent.
Is anyone aware of how much it would cost to ship cards like this?
Any advice will be much appreciated.

Were you shipping to a Canadian address or US address? 60 cards is likely to be shipped in a box like this (eBay discounts this somewhat in a similar sized box but note these or only valid within the continental US):

Ship to Canada? Triple that price. eBay can generate incorrect shipping amounts if you have 2 different shipping addresses in eBay or Paypal. I've had this happen if I bid on ebay and change my shipping location on ebay from US to Canada after winning the auction. (May happen for other reasons but my example shows it's a possibility)
eBay generates the shipping forms automatically (eBay has had this in the US for a long time, ebay.ca didn't offer this when I was selling but might now) and it's kind of a pain to change them from what I remember.
Regardless, usually when this happens the seller should contact you to sort out the difference BEFORE sending you the package since sending 2 is always more than one even if the size is somewhat larger for both together.
I would offer to pay the difference in shipping up to double the original charge (another $5). If he refuses, then you know he's scamming. You could always refuse in any event and complain to eBay since they pretty much always side with the buyer these days.

Thanks for the responses everyone. As it turns out the seller asked for eBay to step in and sort things out. Ebay gave me what they called a "courtesy" refund. Which I'm thinking means their auto shipping calculator messed up. Though the won't admit it.
It was fair, but now I can't combine shipping for two items. Oh well, perils of eBay.
