I use Menke's Parcel Service out of Neche, North Dakota. It's free to use, BUT Menke's will not forward your parcels as it's your responsibility to pick up your items in a timely fashion. This is what helps keep the cost down significantly.
Infact, on one of my orders which exceeded $1000, I was only charged $14.00 USD, as they determine the charge not by weight, or even the number of boxes, but by the boxes dimensions.

Thankfully Winnipeg is about 45 minutes from the Canada/USA border, and just across the border in Neche, North Dakota is a privately owned parcel service called Menke's.
Basically, any item that isn't available to be shipped to Canada I can have shipped to Menke's, whom in turn charges me a very, very small fee for receiving and storing the item until it's picked up. In order to be able to ship to an American address however, I had to setup Menke's address as a secondary address on my VISA.
Then when I get the opprtunity to head down to the US of A for a day or even the weekend, I then take the time to pick up the items that I've ordered and I declare them myself on the way back into Canada.
