As for the bar code manipulation, he would've had to prepare by printing them out before going to the store. Then stick it onto the item in-store and head to the self-checkouts.
As was mentioned, if the self-checkout was properly designed, then the system would know item X weighed 200g on the scale and would flag it as an issue if the weight was mismatched.

If he was going to this kind of trouble I have to assume the replacement bar code not only gave him a lower price, but also maintained weight.
The other possibility is he went to a cashier and his bar code manipulation was discreet enough that it never drew attention. Cashier basically scan items blindly based on where the bar code is expected to be. They only inspect bar codes if they cannot find it on the product or it is not working properly.
