I see French on it so yeah, it is probably from Canada.
I still have a small red bag from the 80s with a hologram OP/Megs on it, which I believe was only in Canada. Like Tees today, as long as Hasbro got some licensor dough, they could've made anything in the 80s.
You may need to look at the TF non-toy merch info on Google. It may not even be there though because they may have focused on US merch. Maybe reverse image search on Google?
