I just read the original Japanese news release and you are correct. It's going to be DVDs tacked on to issue (or issues) of Telebi-Kun and Telebi Magazine (Telebi being the Japanese for TV/Television). I'm guessing one-off short animes to sell the upcoming combiner toys...I'm sure rips will eventually show up with fansubs.
