Could be the case but I'm assuming it's a mistake similar to what happened when they listed Combiner Wars Cyclonus a couple of months before he was actually released. If I'm not mistaken, all Hasbro solicitations indicate 'regular' Rodimus and Optimus will be in wave 1.
