Instead of replying to a repeating argument, I'm just going to counter with, who told you that you were guaranteed to find every wave in retail?
Even if it's something as simple as wave 2, who told you with 100% certainty that you would find it on a store shelf?
I'm gonna guess no one. Thus you just assume every wave (sans tail waves) will hit retail.
