Based on the four IP ranges posted (the three comments and the reporter IP), it's possible he has an account with Dynamic IPs. The ISP is Telekom Malaysia Berhad and they offer Dynamic IP packages. (Is any of that info helpful? :c ) If he's trying to hide his IP, he's doing a bad job at it.
I've been watching this thread since it was posted, and I'm hoping for a good outcome.
