My only experience with this was for one of those shortpacked pre-orders (ER Ironhide and Prowl I think). It took a long time and phone calls with a human, but they finally confirmed/admitted the item never actually shipped - that status update was just a printing of the label and it was never boxed.
Anyway, since they had no other stock, they cancelled and refunded.
If they had stock, I assume they would resend it. I would recommend you call them and talk to them to see what's going on - sounds like the fake "shipment" that's not really shipped, to me - and try to get it re-sent or get store credit if you prefer those options over a refund.
