I don't personally buy loot boxes, because they are full of things I could have already bought but chose not to.
If you want TF-related items, I'd suggest keeping an eye out for them if you can make it to a con instead. There'll be tons there, and collectors will try to sell it as cheap as they need to to get rid of it.
