I'm not convinced it is random. I generally assume that the CBSA will apply duty and sales taxes to my packages when they arrive from international sellers, and I factor that into my purchase decision. The duty charges are generally small, especially for simple toys without batteries and electronic components. The taxes that are applied are the same as the equivalent good purchased for the same price locally (that's why the sender has to declare the value of the good on the customs slip). The CBSA charges $10 for the assessment service for any package handled through the mail (EMS, SAL, USPS).
However, compare that to the brokerage fee charged by the courier companies...
