Do they need to be in some kind of scenery/background setup, or can it simply be two (or more) figures action-posed together and judged as one piece?

I'm not in charge, but here are my two cents:
The 3d context you can enter anything that is three dimensional that you made, or modified in some way. Past entries have included repainted figures, plush toy creations, wire-art non-transforming statues, etc.
Diorama is probably a loose term. Then again, you can also enter your figures separately if you want (limit of 2 entries per person).
