With no cost to the seller, there is no incentive to try and move product, but rather they can just keep relisting items at inflated prices hoping someone will eventually buy their item. Of course EBay likes a busy marketplace, with lots of listings, to make it looks busier than it seems.
Same thing happens a lot on Kijiji.
