I think if you're going for him creating the legend of Dragons then he would have to be the first and have an entirely new alt mode based off nothing already existing in the past. Wouldn't be unheard of (thinks of Fuzors...)

Parroting my friend here:Megatron might have become a Fuzor thanks to the lava, and he scanned a couple of dino fossils in the volcano, and that just happened to resemble a dragon afterwards.
