who comes up with the names?

by now most are aware of some oddly-named transforming toys. Just to review a couple,

Uranos (corrected from the original Uranus) - secret toys garden, and of course the wings of Uranos add on set,

Hardbone...really? As hard as bone?

Now "Chigurh"...maybe I'm pronouncing it wrong but that sure sounds a lot like "chigger" (see http://www.google.ca/search?q=chigge...88.tXYF09ogf0Y)

Now I get that he is a deception, and that sometimes bad guys get named after "bad" creatures, but chiggers?

Google "chigurh" and I get pictures of a guy who looks like Heath Ledger.

Maybe it's pronounced "chee-grrrr" although I'm not certain that's any better.
