It's just a crazy guess, but if it's oil based the soap will help break it up, and then you rinse afterwards to get rid of the soap.
I have no idea if it will work, but if it's not working now, it sounds like you have nothing to lose?

I've tried using soap and water to no avail so I'm tempted to use a diluted alcohol solution.
