Well a MP sized Cityformer sounds certainly like a pipe dream but.. consider that there is still the option of a Marvel/IDW Fortress Max. In the comics they didn't have a city mode and were depicted in scale with the other Transformers.
As you can see, Fortress (far right) is a tad taller than the other Headmasters so an MP Fortress is not something that should be ruled out completely. IMO at least..
