i attempted this a long time ago but not on a TF figure. Things got kinda melty. Maybe if it was watered down but even then I believe the chemical reaction required to strip the shine will simply cause surface damage.
if its a case of getting paint to adhere to smooth plastic then fine grit sand paper may be better.
