Technically they would cancel the planned release.
However since they are offering this in Japan as well, and who knows what they will do for the rest of Asia, I don't see that happening. Rather this seems to be a numbers game for HasTak. They want to get as much up front before starting production. It also helps them to plan how many to make to reduce overproduction. Thus allowing them to skip the middleman (retail) and keep the product from shelfwarming, and not having to haggle with retailers about orders/price/shelf space etc.
The only way this won't get made is if it falls well short of the 8000 that Hasbro is seeking. Again though I don't see that happening.
