I think this is the same thing with some of the old Pretender shells, especially the Monster Pretenders, getting "sticky" or "oily" to the touch.
It's the chemical that makes the plastic rubbery coming out.
I've also seen it happening with the rubbery tips on my Hero G2 Megatron and Optimus. I've actually seen little droplets of liquid dripping out of the bottom of the missiles, and the rubbery tips getting hard.
