Primal is a master of combat. Rampage, while op, seems like he would fight carelessly and without any real strategy. Primal would somehow use maybe his surroundings to outsmart Rampage and then move in for the ko.
Regular Primal was also pretty op, so Transmetal with the extra strength, firepower and flight could take Rampage.
