No, this fee is in addition to HST.
For example:
The Saturday Deluxe pass = $35 + $3.15 (9% Fee) + $4.96 (13% HST) = $43.11.
The Premium Weekend pass = $100 + $7.15 (7% Fee) + $13.92 (13 % HST) = $121.02.
