I'd rotate the wrist in the socket, slowly. They only real way to make it looser is to move the ball around in the joint. The wrist on mine are still really tight too. Just make sure you have a solid grip on the wrist and turn it while watching it rotate. It sould loosen up quite quickly.
To try sanding it down could result in it being very loose, or not round anymore which could cause it to break from stress.
