Pretty sure Soundwave didn't transform in Siege is because they realized his alt mode was dumb.
Edit: Upon googling which toy is in the Netlfix pack, it's the cassette tape alt mode. So that's what it should be. Whatever the Siege toy turned into was silly looking.
