I didn't say it was rumor. I said it was speculation. Describing a personal experience is fair. And it is exactly that, a personal experience.
On the other hand, saying : "If the total value of the shipment is greater than $100 there's a greater chance of getting hit by customs." That is generalising based on one personal experience. Hence: speculation.
