Sadly, he's right. GPS & Vacuum Metalizing can't be fixed.

Unfortunately, no matter what glue you use (even plastic weld) nothing will make that section strong enough, not to break again. It's too small & to "high stress", due to the ratchet joint.

It looks like the pin was "misfired" into place. Being that the plastic is already stressed, chances are anything you try to do is going to break it totally.
It's also such a small part that gluing...

Plasitc Weld, it's a 2 part epoxy. You can find it in the auto section of Walmart. It's a purple package.
Sand down the section you want to glue with no less then 180 grit & have a sharp hobby knife...

Isopropyl Alcohol will not rust any screws, I use 99% to strip all my part & I've never had rusting them. However rinse the part off after but remove the screws first or they will rust.
