I must admit my personal experience has proved that price has no bearing on the chances of getting hit by customs/duties. I've purchased (things in general, not just TF) over 100 separate instances...

If all machines are suffering it can be the router or it can be the modem. Sometimes both are bundled into 1 (such as Bell's 2wire modem/router). Without knowing your config it's hard to conclude...
