Trying to compare a sale to the lowest price you can find anywhere is a little bit of a false comparison. Some retailers are indeed higher than others. However, if you want to use a brick and mortar comparison, if a premium retailer normally has an item at $100, but is on a storewide 10% off, that item is by definition 'on sale'. Now, whether you like that sale or not is whether that turns into actual 'sales' of that product. If that same product is available at a discount retailer for $75, then you're likely to just go there instead.
BTW, we all love Walmart as used in the original example, but using an item that is on clearance at WalMart as a measure of how other prices are too high is a bit unfair. Realistically, very few companies can out price WalMart even normally, given their massive size, but when they put an item on clearance it's downright impossible. Even WalMart's regular price on Leader class Starscream was $60 or $65. I'm guessing that $35 is likely less than cost for many smaller retailers, so expecting everyone to have or beat that price is a little unrealistic. That being said, those other retailers who are trying to sell that item, likely aren't making many sales right now.
