I bought a Prowl awhile back, and Bluestreak's car mode looks like Prowl a lot so that's why I'm wondering.

Generally, Prowl, Bluestreak, and Smokescreen share a mold, the same way the Decepticon Seeker jets do. Often with Smokescreen being slightly different, owing to his G1 toy being based on a real race car.

No. Sideswipe is completely different from Prowl, and was back in G1. Sideswipe shares his mold with Red Alert. Prowl, Bluestreak, and Smokescreen (and, in Siege, Barricade), are all the same mold.

A "Special Edition" figure for the Transformers brand's 35th anniversary, Siege Bluestreak is a redeco of Siege Prowl sans lightbar. Bluestreak transforms into a Cybertronian car and includes the blaster and the two cannons from his mold mates, which are compatible with the C.O.M.B.A.T. System. They can combine to form a dual-blaster, combine with his primary gun, or mount on the car hood/shoulders. He also features multiple hardpoints to accommodate "Fire Blasts" from the Battle Masters assortment, which can be used to simulate blaster fire or explosions. Like Prowl and Smokescreen, Bluestreak is basically spotless, with no battle damage paint applications anywhere on his body. Unlike all of his mold mates however, Bluestreak's deco makes extensive use of paint to better break up his color scheme.
