Just saw other pics, it's really SOC Leader Shockwave. He also comes with extra armor pieces.

Unless that's a new mold, from the legs and arms, that's not MP shock wave.

That is just the retail release of Shockwave. They displayed him with that comic. They took out his upgrade parts and used them during the panel. Not bad thinking a main line release is an MP :)
