Actually I'm not sure. The toy is official, but if you look at the box, no where says it's commissioned by official.

In stead, the top-left stick says "this is an artist repaint, play with it will cause paint chip". It could be just he bought 88 of this, repainted, boxed them again and put sticks.

Decepticon Blackout (Giveaway figure, 2018)
Number: 08
Accessories: Tail rotor, Scorponok, Military Base Attack backdrop
Decepticon Blackout is redeco of the above figure. He is an exclusive Lucky Draw prize in a contest only accessible to people who bought Studio Series figures on May 15, 2018 on Hasbro China's official TaoBao online shop. There were only 88 Blackouts made. He is decoed in a less than accurate camouflage deco painted by Chinese artist Li Yunfeng of SangZong Repaint Studio.
The warning sticker on the packaging notes that fiddling and transforming him may result in the deco being chipped off.
