Nah, it'll be available in Canada, Hasbro is probably taking the same approach to the Transformers line as they do with their Star Wars line by offering a special figure once a certain amount of UPC's are sent in.

It will be, cause Hasbro already tested water with the mail-away gimmick with the Marvel Universe toy line (Nick Fury was the mail away) and Canada was game (even our fair Quebec)

I am thinking it'll be something unique and not just some repaint of something already on the market. Well, if their Star Wars line is any indication. :D
