I'm pretty sure that's a Decepticon. I still don't understand why they would put insignias in plain sight. Anywho, I find that that is a great choice of an alt mode for the use of deception.

Much like how Barricade was disguised as a figure of authority and trust, so is this new decepticon. There is no one I trust more than the local ice cream man.
